The COVID-19 pandemic underscored the urgent need for resilient domestic supply chains and robust industrial capacity to address critical healthcare demands. In response, Industrial Base Expansion programs were initiated to support the U.S. government’s efforts to strengthen domestic manufacturing capabilities. These initiatives aimed to reduce reliance on foreign suppliers, enhance preparedness for future emergencies, and fortify the nation’s healthcare infrastructure.
